Commander, Navy Installations Counseling and Advocacy Program Supervisor in Atsugi Naval Air Facility, Japan
This position is assigned to Fleet and Family Support Programs (FFSP) (N91); Fleet and Family Readiness (FFR) (N9); Commander, Navy Installations Command (CNIC); Naval Air Facility Atsugi (NAFA), Japan, Fleet and Family Support Center (N91). This position is that of a fully credentialed Counseling and Advocacy Program (CAP) Installation Supervisor. The FFSP is the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness. All FFSP direct services are provided by the installation Fleet and Family Support Centers (FFSC), and they fall into three main categories: Core Family Readiness, Navy Gold Star, and Sexual Assault Prevention and Response (SAPR). The majority of programs falls under the Core Family Readiness category and include sub-categories of Career/Retention, Deployment/Readiness, and Crisis Response. Diverse methods for delivering services include providing information and referral, educational instruction or training and professional counseling. The primary purpose of this position is to supervise/oversee all aspects of the Counseling and Advocacy Programs to include: the Counseling and Advocacy Program (CAP), the Family Advocacy Program (FAP), the Domestic Abuse Victim Advocate (DAVA) Program, and the New Parent Support Home Visitation Program (NPHVP). The incumbent will supervise/oversee professional CAP staff located within the Naval Air Facility Atsugi (NAFA), Fleet and Family Support Center (FFSC).

Directs through subordinate federal employees all activities related to CAP and services and provides government oversight of contract deliverables within the CAP. Plans, assigns, and directs specific work through direct contact with staff members and through regularly scheduled meetings. Provides continuous monitoring of CNIC Certification standards and maintains compliance. Reviews and evaluates the CAP program areas to improve existing programs and to offset negative trends. Organizes, sets, and monitors workflow assignments of CAP staff. Performs weekly review of FFSMIS data entries and utilization data by all subordinate personnel. Establishes performance standards for subordinates; evaluates staff and conducts supervisory counseling sessions when necessary. Controls attendance and leave ensuring adequate work force is available at all times to accomplish the mission. Identifies employee developmental needs and provides training. Initiates classification, reclassification, and recruitment actions, and tracks all pending personnel actions to ensure timely completion. Participates in interviews for CAP vacancies in coordination with FFSC Director, who serves as selecting official. Assures equity in recommending and determining selections, assignments, training and promotions, discipline and awards to employees. Designs, implements, and monitors CAP employee's incentive programs, employee development, and mentoring programs to produce effective employee performance and to achieve FFSP mission and objectives. Maintains necessary program and administrative materials and files; makes available policies, procedures and directives, and instructions from the FFSC Director to subordinates. Estimates and reports to supervisor and subordinates on progress in meeting milestones and deadlines IAW CNIC Certification standards. Leads subordinates in assessing strengths and weaknesses and leads subordinates in exploring work methods, processes, and procedures. Identifies gaps in existing services and provides results and program recommendations to FFSC Director, Regional Counseling and Advocacy Program Coordinator and Regional Quality Assurance Program Coordinator that includes assessment and treatment related issues. Identifies problems in administrative procedures that impact the provision of clinical services and provides results and recommendations to FFSC Director, Regional Counseling and Advocacy Program Coordinator, and Regional Quality Assurance Program Coordinator. Provides crisis intervention services for all CAP. Serves on committees and as a point-of-contact for child and spouse abuse specific programs and initiatives as deemed appropriate by the FFSC Director. Liaisons with court services units. Performs specific duties as required by Department of Defense, Office of the Chief of Naval Operations, Secretary of the Navy, Bureau of Medicine and Surgery, and all CAP instructions and standards. Keeps the FFSC Director apprised of any problems within the Department/Program. Also, advises FFSC Director of any CAP cases which are high risk or are of potential media or command interest or require consultation at higher levels within the organizations. Complies with protocols relating to high risk and high visibility cases. Serves as the primary or alternate Family Advocacy Representative, CAP representative attending, coordinating or assisting in coordination of various meetings and committees. Coordinates or assists in coordinating installation Incident Determination Committee Meetings. Coordinates and chairs the Installation Clinical Case Staffing Committee. Coordinates the Quarterly Installation Family Advocacy Committee and ensures membership and training requirements are met. Serves as the mental health representative on the Sexual Assault Case Management Group. Serves as the Technical Assistant for CAP services and contract CAP employees. Completes quarterly quality assurance reports, analyses trends and outcomes. Assures all CAP CNIC certification standards meet compliance. Collaborates with other FFSC clinical providers and supervisors to ensure a coordinated approach to service delivery.

CONDITIONS OF EMPLOYMENT
This is a non-critical sensitive position requiring access to ITII system and/or PII. Position requires employee to obtain/maintain eligibility for a Secret Security Clearance. An Access National Agency Check Investigation (ANACI) is required.
Incumbent must complete the Questionnaire for Public Trust Positions, SF85P. Incumbent must successfully complete a criminal history background check with no adverse information or feedback received. Child Care National Agency Check & Inquiry (CNACI) background check is required. FFSC personnel are not permitted to provide services to minor children until this condition is met.
Position is subject to the Health Practitioner Credential Review and Privileging requirements.
Incumbent must possess a current state license to practice at an independent clinical practice level.
Must have or be able to obtain and maintain a current state driver’s license.
Successful candidates for this position shall meet all qualifications as outlined in the current SECNAVINST 1754.7 A. The Clinical Practitioner must meet the following requirements:
State or U.S. territory or license or certification that provides legal authority to provide clinical services as independent practitioner. When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.
Must possess at least a master's degree in one of the following clinical fields: Marriage and Family Therapy from a program accredited by Commission or Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree. Social Work from an accredited school or an equivalent degree. Psychology from a doctoral program approved by APA or an equivalent degree.
Must have engaged in two years post licensure, that includes at least 2,000 hours post licensure or 4,000 hours post graduate degree, full-time clinical experience in a clinical setting.
Two years of experience working in the field of child abuse and domestic abuse.
Knowledge of the military lifestyle that furnishes the employee with an understanding of the specific demands of military lifestyles, such as frequent separations, and high-stress working environments that have an extensive impact on individuals and their families.
Ability to present sensitive, and at times controversial, information to groups of people in a clear, concise manner. Ability to modify programs to meet the ever changing needs of the active duty military community.
Ability to recognize, identify and assess mental disorders per the current version of the Diagnostic and Statistical Manual.
Understanding of, and ability to apply, various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and reality therapies.
Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning. Knowledge of family violence treatment principles for victims and offenders. Knowledge of group dynamics.
Knowledge in the areas of family systems, particularly as it relates to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency.
Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions.
Ability to effectively interview and clinically respond to the needs of clients, including assessing suicidal and homicidal risks and substance abuse issues.
Ability to communicate orally to interview alleged offenders and victims; to maintain cooperative and professional relationships with law enforcement, Child Protective Services, medical treatment facilities, and senior personnel from commands of offenders and victims; prepare documentation for presentation at the IDC and participate in case discussions regarding assessment; make presentations; and exercise strong facilitation skills for individual and group counseling.
Ability to communicate in writing to develop and prepare case management memos, correspondence, and reports; to document psycho-social assessments, treatment plans, and IDC reports; to develop lesson plans for briefing and classroom presentations.
Knowledge and ability to use a personal computer and a variety of software programs to develop multi-media presentations and to facilitate work assignments.
